China to India Freight Charges: What an FCL or LCL Quotation Contains
Every line of a China to India freight quotation: ocean freight, surcharges, origin and destination charges, CFS and haulage, and how to compare forwarders.

1. The Anatomy of a Freight Quotation
Importers compare the ocean freight figure and are surprised by the invoice. The ocean leg is one line among many; on a small LCL shipment it can be the smaller half of the bill. A complete quotation for a China to India shipment has three groups of charges: what happens in China before the vessel sails, the sea passage, and what happens in India after arrival. Ask for all three, in writing, before you accept a price.
2. Origin Charges in China
- Pickup or trucking from the factory to the port or the consolidation warehouse, when you buy EXW. On FOB terms the supplier pays this.
- Export customs declaration: the Chinese export entry, filed by the supplier's agent or your forwarder.
- Origin terminal handling (THC) for FCL, or consolidation and CFS charges for LCL, where the cartons are received, measured and loaded into the shared container.
- Documentation: the bill of lading fee, sometimes shown as "B/L fee" or "doc fee".
On FOB terms these are the supplier's cost, which is why FOB prices from a factory are higher than EXW prices for the same goods: the difference is this group of charges.
3. Ocean Freight and Surcharges
The ocean freight is the carrier's price for the container (FCL) or per cubic metre (LCL) between the two ports. It is quoted with surcharges that the carrier sets and changes: a fuel or bunker adjustment, sometimes a peak season surcharge in the months before Chinese New Year, and occasionally an emergency or congestion surcharge on a particular lane. A forwarder cannot control these but must show them; a quotation that says "all in" should still list them so you can see what is fixed and what floats.
4. Destination Charges in India
- Destination terminal handling at Nhava Sheva, Mundra, Chennai or Kolkata.
- Delivery order (D/O) fee charged by the carrier's agent to release the cargo.
- CFS charges for LCL: moving the container to a container freight station, de-stuffing, storage for the free days and handling of your cartons.
- Customs brokerage: the customs house agent's fee for filing the Bill of Entry on ICEGATE and attending the examination if one is ordered.
- Inland haulage from the port or inland depot to your warehouse, by truck or by rail to the depots around Delhi.
- Detention and demurrage, charged only if the container is not returned, or the cargo not collected, within the free days. Avoidable with paperwork ready before arrival.
Customs duty, Social Welfare Surcharge and IGST are not freight charges; they are paid to the government through ICEGATE and depend on the product. The import duty calculator works them out from the CIF value.
5. FCL Versus LCL: Where the Money Goes
For a full container the ocean freight dominates, and the per-cubic-metre cost falls as you fill the box. For LCL the handling at both ends dominates: you pay to have your cartons consolidated in China and de-consolidated in India, and the destination CFS charges are billed per cubic metre with minimums. That is why a three-cubic-metre LCL shipment can cost as much in Indian charges as in ocean freight, and why the break-even against a 20-foot container arrives earlier than the ocean rates alone suggest. The comparison of air, sea LCL and FCL gives the rule of thumb for choosing.
6. What Moves the Rates
Ocean rates are a market: they rise when space is short (before Chinese New Year, during the autumn shipping season, after disruptions on the Red Sea or Suez route) and fall when carriers have empty slots. Fuel surcharges follow bunker prices. Indian port charges are tariffs that change rarely. The exchange rate matters because the carrier charges in US dollars and you pay in rupees. A quotation is valid for the period it states, often two to four weeks; a rate seen in a blog post six months ago is not a rate you will be offered.
7. How to Compare Two Forwarders
- Give both the same brief: cartons, dimensions, gross weight, Incoterm, origin city, destination warehouse, date the goods are ready.
- Ask for the quotation in the three groups above, with each line named.
- Compare the total to your door, not the ocean freight.
- Check the free days for detention and demurrage, and what the storage charge is after them.
- Ask who files the Bill of Entry and whether brokerage is included.
- Check the validity date and the currency of each line.
When we handle an order through the China sourcing service, the quotation arrives in this form, with the goods and the freight on separate lines, so the landed cost is known before the deposit is paid. The shipping from China to India guide has the full picture of ports, documents and timelines.
Frequently Asked Questions
What does a 20-foot container cost from China to India?
It changes with the month and the lane, so no fixed figure is honest. Ask for a current quotation for your ports; the article above tells you which lines it must contain so you can compare offers.
Why is my LCL invoice higher than the quoted ocean freight?
Because the destination charges in India (terminal handling, delivery order, CFS de-stuffing and brokerage) are billed after arrival. They are part of every LCL shipment and should have been in the quotation.
What is the difference between FOB and CIF in the quotation?
On FOB the supplier pays the Chinese origin charges and you pay the ocean leg and everything in India. On CIF the supplier also pays the ocean freight and insurance to the Indian port; you still pay the Indian destination charges and the duty.
What are detention and demurrage?
Demurrage is charged by the port or carrier when a container stays in the terminal beyond the free days; detention when the container is returned late after delivery. Both are avoided by having the Bill of Entry and payment ready before the vessel arrives.
